Eather from Steam, or from the Microsoft Store. I'd suggest the Microsoft Store, because if you aren't sure, with an Xbox premium subscription (about $1 a month) you can "rent" it for a while to make sure that you really want it - try before you buy. And if you think you might want the premium features, when you do buy the sim, make sure that you purchase the version that best suits your needs - updating from a lower priced version is VERY expensive if you do it later on!
